世界旅遊及旅行理事會2017國際永續旅遊發展年宣言（中英對照）

聯合國定2017年為「永續旅遊發展年」（THE INTERNATIONAL YEAR OF SUSTAINABL TOURISM FOR DEVELOPMENT），世界旅遊及旅行理事會（The World Travel & Tourism Council，WTTC）在日前發布「國際永續旅遊發展年宣言」，提出「旅行自由」、「增長政策」、「明日旅業」三項主張，呼籲全球觀光旅遊業者共同追求公平合理且永續經營的產業環境。我與好友張顧獻博士翻譯這篇宣言及其前後文，提供給各界參考。特別感謝美加文教機構名師陶維極 (Talovich) 老師義務指導、審訂，讓文句正確且更通順易懂。

DECLARATION FOR THE INTERNATIONAL YEAR OF SUSTAINABLE TOURISM FOR DEVELOPMENT 2017

旅行與旅遊跟全球發展議程

TRAVEL & TOURISM AND THE GLOBAL DEVELOPMENT AGENDA

旅行與旅遊是世界上最大的經濟產業之一，貢獻全球10％的GDP，或是七兆美元產值。全球每十一個工作就有一個是直接或間接跟旅行或旅遊有關，相當於創造了兩億八千四百萬個工作機會。旅行與旅遊產業的員工數七倍於汽車製造業，兩倍於財務服務業。

Travel & Tourism is one of the world’s largest economic sectors. Globally, the sector’s overall contribution to GDP is 10%, or $7 trillion. 1 in 11 jobs around the world are directly generated by or dependent on Travel & Tourism, the equivalent of 284 million jobs. Travel & Tourism employs seven times more people than automotive manufacturing and twice the number of people as financial services.

在2015年，有十二億國際旅行的遊客以及幾十億的國內旅客。儘管有著恐怖攻擊、自然災害、極端氣候事件、流行疫病、政治情勢不穩以及部分區域的經濟衰退等不少挑戰，這個產業一年仍然有約4%的成長。

In 2015, there were 1.2 billion international arrivals and billions more domestic visits. Despite ongoing challenges such as terrorist attacks, natural disasters, extreme weather events, health pandemics and political instability, as well as economic slowdown in some regions, the sector continues to grow at around 4% a year.

在2015年，這個產業的活動帶動了全球6%的出口，以及超過30%的服務輸出。

In 2015, activity in the sector generated 6% of the world’s exports and more than 30% of service exports.

不過，旅行與旅遊不僅只是經濟。在開放與永續前提下，此產業可以明顯促進和平，可以凝聚人們，分享經驗及疏通想法。對大自然、棲地及生物多樣性有正面貢獻，提供在陸地或海洋倡議保育行動的經濟誘因。可以為偏遠地區的人們創造生計，也照顧到社會上的弱勢者如年輕人、婦女或身心障礙者。可以保護文化與遺產。

But Travel & Tourism is more than economics. When open and sustainable, the sector can be a significant driver of peace, it can bring people closer together, sharing experiences and building understanding. It can contribute positively to nature, habitats and biodiversity, providing an economic rationale for conservation initiatives on land and in the oceans. It can create livelihoods for people in remote areas, and for sectors of society that are often marginalised such as young people, women, or those with disabilities. It can safeguard culture and heritage.

簡言之，把事情做對了，旅遊將對全球永續發展議程及永續發展目標有重大貢獻。

In short, when done in the right way, tourism has the potential to make a huge contribution to the global development agenda and the Sustainable Development Goals (SDGs)

因此，旅行與旅遊跟其他產業一樣，必須監測其對永續發展目標的表現，以增進並確保對永續發展的正面貢獻成果可以發揮到極致。

Therefore Travel & Tourism, like many other sectors, must monitor its own performance against these SDGs – improving, where necessary, how it operates in order to maximise its positive contribution to their achievement.

旅行與旅遊特別與三個永續發展目標關係最密切：它是促進經濟成長與就業的角色（目標8）、達成永續消費及生產模式的機會（目標12），以及提供沿海地區永續生計的重要元素（目標15）。無論如何，旅行與旅遊與所有十七項永續發展目標都是有關連的。

Travel & Tourism is specifically recognised within three of the SDGs – for its role in driving economic growth and employment (Goal 8), for the opportunity to achieve sustainable consumption and production (Goal 12), and its importance in providing sustainable livelihoods in coastal areas (Goal 15). However, Travel & Tourism touches all 17 SDGs in some way.

MAXIMISING TRAVEL & TOURISM’S CONTRIBUTION TO SUSTAINABLE DEVELOPMENT

旅行和旅遊是一種複雜的活動，極度分散，涵蓋全世界各種產業(例如航空、餐旅服務、旅遊操作者、代理商、汽車租賃、郵輪等)和大大小小的企業。

Travel & Tourism is a complex activity. It is highly fragmented, comprising many different industries (such as aviation, hospitality, tour operators, distributors, car rental, cruising among others), large and small companies, located in all corners of the world.

由於政府、國際組織和非政府組織愈來愈認同這個產業對經濟和社會的貢獻，我們相對地被要求說明其對環境、文化和社會的影響。雖然我們希望旅行和旅遊產業蓬勃發展，而且可以永續，將其對社會的正面效益做到最大，但由於這個領域零散，我們對該怎麼做常缺乏足夠的了解。

Because the sector’s economic and social contribution is increasingly recognised by governments, international organisations, and NGOs, we are commensurately being required to account for our impacts on the environment, culture, and society. But due to the fragmented nature of our sector there is often a lack of understanding of the conditions which need to be in place to permit the sector to thrive and, while thriving, to be sustainable, in order for its positive contribution to society to be maximised.

我們主張，如果要讓旅行和旅遊產業蓬勃發展並且永續，應該有以下做法：

In order to thrive and be sustainable Travel & Tourism needs:

WTTC主張旅行自由 WTTC calls for Freedom to Travel

1.人的旅行：人們的移動是旅行和旅遊業活動的根本，但是在許多情況下，人們會因為他們的信仰或性別的關係而不受到歡迎，或因為身心障礙而無法參與旅行，並且遭受以加強安全為名而採取愈來愈高的旅行門檻限制。

1 People travelling: the movement of people is fundamental to the activity of Travel & Tourism, but there are many cases where people are not welcomed because of their beliefs or sexuality, or not able to access travel due to a disability, and increasingly where barriers to travel are imposed with enhanced security.

2. 成功的企業：身處旅行和旅遊業核心的是數十萬家橫跨所有產業並服務顧客的企業，且這些企業是在政府訂定的法規架構下經營。該架構必須反映此領域的複雜需求，以便讓個別的企業能有效率地經營以及永續地成長。

2 Successful businesses: at the core of the Travel & Tourism sector are the hundreds of thousands of businesses across all industries which provide services to consumers, while operating within the regulatory framework set by governments. That framework needs to reflect the complex needs of the sector so that individual businesses can operate effectively and grow sustainably.

3. 負責任的做法：如果沒有人們和地方當東道主，旅行和旅遊業將不會存在，也就是，所有公司基本上都有責任保證經營產生最大的好影響、最小的壞影響。作為一個快速成長的產業，身處其中的每一個人都得在保障永續未來上盡一份心力。

3 Responsible practices: Travel & Tourism would not exist without the people and places that host it, and, as such, all companies operating within the sector have an inherent responsibility to ensure that their positive impact is maximised and their negative impact is minimised. As a fast growing sector, everyone needs to play a part in securing a sustainable future.

旅行與旅遊 FOR TRAVEL & TOURISM

「旅行自由」、「增長政策」和「明日旅業」之間的關係是千絲萬縷、無法分割的，如果旅行和旅遊業要對永續發展有最大貢獻的話，三者其實是一樣重要的。

Freedom to Travel, Policies for Growth, and Tourism for Tomorrow are inextricably linked, but all are equally important if Travel & Tourism is to maximise its contribution to sustainable development.

旅行自由 Freedom to Travel

「旅行自由」是訴求基於經濟與社會誘因，人人都應該有旅行的權利，其中包括讓人們想旅行就旅行的經濟能力。

“Freedom to Travel” encompasses the economic and social rationale for all people to travel and the right for them to do so, including the economic justification for them to do so efficiently.

我們相信 We believe that

政府和提供服務的私部門有責任做到經濟和人權二個基本需求是彼此契合的，並且兼顧國家安全。

It is the responsibility of governments and the private sector providers to ensure that both the economic and human rights imperatives are met, while ensuring national security requirements are adhered to.

這表示 This means:

•無論國籍，性別，宗教，性傾向或年齡為何，都要積極開放及樂於接受所有旅客

• Promoting openness and welcoming all travellers, regardless of nationality, gender, religion, sexual orientation, or age

• Ensuring Travel & Tourism is accessible to everyone regardless of social status, wealth, physical or mental ability

增長政策 Policies for Growth

「增長政策」是政府應提供旅行及旅遊業公司遵循操作的政策和監管框架

“Policies for Growth” acknowledges that governments provide the policy and regulatory framework within which Travel & Tourism companies must operate.

我們相信 We believe that

政府有責任塑造讓旅行和旅遊業有效率經營的環境，以及能讓私部門和政府共同努力確保這產業的調適力。

It is the responsibility of governments to put in place the conditions which allow Travel & Tourism businesses to operate effectively and for private sector and governments to work together to ensure the sector’s resilience.

這表示 This means:

•採取跨政府的途徑，將旅行和旅遊的需求與衝擊納入全面考量

• Taking a cross-government approach, where Travel & Tourism requirements and impacts are considered throughout

•實施適當的政策和法規以支持該領域的永續增長和調適力

• Implementing appropriate policies and regulation which support the sustainable growth and resilience of the sector

•增加基礎建設、人才和系統的投資以支持旅行和旅遊業的發展

• Increasing investment in infrastructure, people, and systems which support Travel & Tourism development

明日旅業 Tourism for Tomorrow

「明日旅業」的主張是希望透過將利益拓展至社會各層面，並減少其對氣候變化的貢獻來確保對自然和文化資源的保護，旅行和旅遊業才能長期及永續地發展。

“Tourism for Tomorrow” recognises that Travel & Tourism growth will only be sustainable in the long term if it is achieved while ensuring the protection of natural and cultural resources, through spreading the benefits across societies, and by mitigating its contribution to climate change.

我們相信 We believe that

整個產業的責任是確保其在營運時所涉及的人員、地方和環境均有裨益

It is the responsibility of the whole sector to ensure that it benefits the people, places, and environments in which it operates.

這表示 This means:

•藉由承諾依循可涵蓋所有利益相關者、永續環境和經濟可行的增長模式來保護人們和地方

• Protecting people and places through committing to a growth model which is inclusive of all stakeholders, environmentally sustainable, and economically viable

• Reducing the sector’s contribution to climate change in line with international agreements and preparing for climate change impacts

THROUGHOUT 2017, INTERNATIONAL YEAR OF SUSTAINABLE TOURISM FOR DEVELOPMENT, AND BEYOND, WTTC WILL WORK WITH PRIVATE AND PUBLIC SECTOR PARTNERS, AS WELL AS NON-GOVERNMENTAL ORGANISATIONS, TO MAXIMISE THE CONTRIBUTION OF TRAVEL & TOURISM TO THE SUSTAINABLE DEVELOPMENT OF OUR WORLD THROUGH THE REALISATION OF FREEDOM TO TRAVEL, POLICIES FOR GROWTH, AND TOURISM FOR TOMORROW.

The United Nations General Assembly declared 2017 as the International Year of Sustainable Tourism for Development recalling the potential of tourism to advance the universal 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs).

國際永續旅遊發展年旨在支持改變政策、商業作為和消費者行為，朝向能更有效地為永續發展目標做出貢獻的永續旅遊產業邁進。

The International Year aims to support a change in policies, business practices and consumer behaviour towards a more sustainable tourism sector that can contribute effectively to the SDGs.

國際永續旅遊發展年將提升旅遊業在以下五個關鍵領域的角色：包容和永續的經濟增長; 社會包容性、就業和減貧; 資源效率、環境保護和氣候變化; 文化價值觀、多樣性和遺產; 以及相互理解、和平與安全。

The International Year will promote tourism’s role in the following five key areas: Inclusive and sustainable economic growth; Social inclusiveness, employment and poverty reduction; Resource efficiency, environmental protection and climate change; Cultural values, diversity and heritage; and Mutual understanding, peace and security.
