世界自然保育聯盟（The International Union for Conservation of Nature, IUCN）是國際上最大型與最具政治影響力的保育組織，旨在影響、鼓勵及協助全球各地的政府與社會，保護自然的完整性與多樣性，並確保在使用自然資源上的公平性，及生態上的永續發展。IUCN雖不是旅遊組織，但積極推展生態旅遊，在世界各地進行自然保護地或生態保育相關專案計畫時，都以生態旅遊結合在地民眾，促進居民因受惠於環境的生物多樣性而願意保護生態及傳統文化。不過在IUCN官網上，看不到該組織對生態旅遊的定義，而是在1996年10月該組織於加拿大蒙特婁舉辦世界保育大會（World Conservation Congress）之前，於九月出版的《Tourism, Ecotourism, and Protected Areas: The State of Nature-Based Tourism Around the World and Guidelines for Its Development》書中，提及IUCN的生態旅遊定義，世界上學術界及旅遊相關組織以後才開始引用IUCN這項定義。

該書作者是墨西哥籍建築師Héctor Ceballos-Lascuráin，自詡於1983年首創（coined）「Ecotourism」一詞（I am quite surprised and satisfied with the evolution of Ecotourism since I coined the term back in 1983.），導致後來學術界對「生態旅遊（Ecotourism）」名詞及觀念始自何時何人有了不同引用來源，也使得學術文章常見對該詞的由來（Nicolas D. Hetzer 或 Héctor Ceballos-Lascuráin）有不同的說法，讓學習者困擾。（其實Nicolas D. Hetzer在1965年就創造了「ecological tourism」及「Eco-Tourism」這二個字詞，請詳：「Ecotourism名詞是誰先用的」）
2006年10月生態俱樂部（ECOCLUB）的專訪文章中，Ceballos-Lascuráin提到他對生態旅遊的定義於1996年IUCN的世界保育大會上被納為官方定義（This definition was officially adopted by IUCN – The World Conservation Union – in 1996.），所以IUCN的生態旅遊定義其實就是Héctor Ceballos-Lascuráin所下的定義，也就是他書中寫的：
「生態旅遊是對環境負責任的旅遊方式，造訪相對未發展的自然地區，享受與體會大自然（及伴隨的無論是過往或現在的文化特色），是促進生態保育、降低負面衝擊，並提供當地人利益的一種社會經濟活動。」
（”Ecological tourism”, or “ecotourism” as defined by IUCN’s Ecotourism Programme is “environmentally responsible travel and visitation to relatively undisturbed natural areas, in order to enjoy and appreciate nature (and any accompanying cultural features — both past and present) that promotes conservation, has low visitor impact, and provides for beneficially active socio-economic involvement of local populations” (Ceballos-Lascuráin, 1993a)）（註：Ceballos-Lascuráin, Héctor. 1993a. Ceballos-Lascuráin自己在書中同一段也提到這個定義類似於國際生態旅遊學會對生態旅遊下的定義：「生態旅遊是在自然地區負責任的旅行，顧及環境保育並促進地方居民的福祉。」（註：該協會在2015年對生態旅遊有新的定義）
